Constitutional measure 1) Update the language used for specific state institutions.
Devils Lake State School for the Deaf and Dumb would be renamed to State School for the Deaf and Hard of Hearing. The State Hospital for the Insane in Jamestown would be renamed the State Hospital for the Care of Individuals with Mental Illness. The Institution for the Feeble Minded in Grafton would be renamed as the Facility for Individuals with Developmental Disabilities.
Constitutional measure 2) Enforcement of a single-subject rule for state initiatives.
This will require ballot initiatives to address a single subject, topic, or issue instead of multiple.
Constitutional measure 3) The change for transfer requirements into the State Legacy Fund.
This state fund accounts for 30% of tax revenues from oil and gas productions. If approved, the amendment will decrease the amount of money taken out of the fund.
Initiated measure 4) Will prohibit the government from implementing property tax.
The state government will compensate local governments for property tax income by providing an amount that matches the total tax revenue gathered from personal property, minus the taxes collected for bond payments.
Initiated measure 5) The legalization of personal or recreational use of marijuana.
If approved, the Department of Health and Human Services, or another state-designated agency, will create regulations for marijuana by October 1, 2025. Overseeing the production and distribution of marijuana, the department would be authorized to issue licenses for up to seven cultivation facilities and 18 retail marijuana shops. Individuals will be able to hold up to one ounce of marijuana flower, four grams of cannabinoid concentrate, 1,500mg of THC in cannabinoid products, and 300mg of edibles. Additionally, individuals would be permitted to grow a maximum of six plants allowed per household.
